Russia's central bank has legalized Bitcoin and Ethereum purchases for retail investors starting November 17, with a 300,000-ruble annual cap per intermediary.

Russia's central bank has opened the crypto market to retail investors under a new regulation allowing purchases of Bitcoin, Ethereum, and Tether starting November 17. However, purchases through any single intermediary are capped at 300,000 rubles annually, equivalent to approximately $3,662 at the November 8 exchange rate. Investors must also pass a knowledge test before participating.

The announcement comes amid challenging conditions for the crypto market, with US-listed crypto stocks showing little reaction. Coinbase fell 1.5% to $134.76 on November 6, while Strategy Inc. dipped 0.3% to $128.93. Bitcoin and Ethereum were trading at $75,662 and $2,226 respectively on the same day.

Broker Implementation Uncertain

While the regulatory framework is clear, how retail investors will access the market remains uncertain. In October, the Bank of Russia authorized Sberbank, Russia's largest bank, to provide crypto exchange services. On November 2, Moscow Exchange announced plans to begin trading Bitcoin, Ethereum, and USDT on December 1, starting with pilot trades.

Russia has not disclosed how many brokers will be licensed at launch or provided demand forecasts. The 300,000-ruble cap applies per intermediary, meaning investors with multiple accounts could potentially exceed this limit. However, requirements like knowledge tests, licensing processes, and restrictions on moving coins to private wallets could significantly dampen actual demand.

Limited Market Impact Expected

Coinbase is unlikely to benefit directly from the new rules due to OFAC sanctions preventing it from serving Russian customers. Any potential revenue would come indirectly through higher crypto prices, but this would be minimal compared to Coinbase's third-quarter revenue of $1.22 billion.

Crypto is moving from an asset class few could buy to one where everyone is competing to offer access.

Strategy Inc., which holds about 848,517 BTC, has no retail customers and its stock price closely follows Bitcoin's value. Given the cap applies within a sanctioned country, the regulation is unlikely to meaningfully impact Bitcoin's market valuation.

Historical Precedent Suggests Minimal Effect

Previous milestones in crypto adoption have not led to significant price movements. When El Salvador made Bitcoin legal tender in September 2021, Bitcoin's price actually dropped sharply that same day. Similarly, Hong Kong's spot Bitcoin and Ethereum ETF launch in April 2024 failed to produce sustained price gains.

US spot Bitcoin ETFs saw $1.28 billion in net outflows in the week to November 6. To offset just one week of these outflows, approximately 350,000 Russian buyers would each need to purchase the full annual cap. Additionally, Russia plans to ban peer-to-peer crypto trading starting July 1, 2027, which might redirect existing traders to formal channels rather than attract new investors.

Bitcoin currently trades below its 20-day average of $79,362 and has slipped below its 30-day low close of $75,775, suggesting selling by US fund holders outweighs potential Russian buying. For Ethereum, the key level to watch is its $2,156 200-day average, about 3% below its current price.
