Pedro Alliana was sworn in as the new president of Paraguay on Friday, following the impeachment of Santiago Peña, who was placed under house arrest in Asunción.

Alliana, 52, a former national team basketball player, takes office after serving three years as vice president. His sudden ascent follows Peña's impeachment, which was driven by allegations of breach of trust, influence peddling, and misappropriation of funds.

The new president faces a nation in turmoil. A financial crisis has been sparked by the collapse of Ueno Bank, which froze the savings of half of Paraguay's adult population. Alliana vowed to tackle the situation before his term ends in August 2028.

Born in 1974 in Pilar, Alliana built his political career with the backing of former president Horacio Cartes, a powerful figure in the ruling Colorado Party. He served in the Chamber of Deputies from 2013 to 2023, presided over the lower house, and led the party.

Political career and rise to power

Before entering politics, Alliana pursued a business career and represented the Paraguayan national team in 1991. His parents were also local councillors, introducing him to public service early in life.

His first political venture ended in defeat in 2006 when he unsuccessfully sought the mayoralty of his hometown. Two years later, he was elected governor of the southern department of Neembucu.

In 2021, Alliana expected to run for the Senate but was instead told by Cartes he would become Peña's running mate. Peña had previously said Alliana could become "the best vice president in Paraguay's history."

Alliana openly acknowledged his presidential ambitions a year after becoming vice president. In 2025, Cartes openly backed his candidacy, calling for supporters to get behind him as the "next president of the Republic."

Fall from grace and impeachment

The relationship between Alliana and Cartes eventually broke down. After Cartes withdrew his support, Alliana distanced himself and stated on 26 October that loyalty should not be confused with "blind obedience."

Alliana's luck changed when lawmakers moved to impeach Peña but rejected proceedings against him. Peña is now awaiting questioning on Saturday over the alleged crimes, which include misappropriation of funds.

Alliana has faced criticism over the number of relatives holding posts in public administration, including his eldest daughter, Montserrat, and his wife, congresswoman Fabiana Souto.
