US President Donald Trump's envoy Jared Kushner has outlined Washington's goals for a broader European security framework aimed at addressing all sides' concerns and supporting a lasting Ukraine settlement.

Writing on X after talks with Ukraine, NATO and European partners in Brussels, Kushner said Europe and Russia have struggled "for more than 30 years" to establish a sustainable security framework. He emphasized that Washington's objective is to develop "practical arrangements that address the security concerns of all sides, reduce the risk of future conflict, and create a more stable and predictable security environment." The proposals include permanent consultations, crisis communications, military transparency and reciprocal measures to reduce escalation risks.

Upcoming talks

Trilateral US-Russia-Ukraine talks are scheduled for November 10-11 in Abu Dhabi. Kushner said European partners would be consulted on the sidelines and could join a broader format if progress is made. His comments followed Trump's meeting with Russian presidential envoy Kirill Dmitriev at the White House, where Trump teased a potential agreement extending beyond Ukraine that "might involve all of Europe." However, Moscow has not received any details of the agreement, according to Kremlin spokesman Dmitry Peskov.

Decades of mistrust, competing security concerns, and the devastating consequences of this war make this an extraordinarily difficult challenge, but one that is essential to lasting peace.

European exclusion

Peskov acknowledged that discussions about Europe's future security would eventually require European participation, but stressed that European leaders have yet to submit any proposals on security guarantees or even decide on who is authorized to speak to Russia on their behalf. Russia has excluded European governments from next week's Abu Dhabi talks, with Foreign Minister Sergey Lavrov stressing that their "track record" of undermining peace agreements "cannot be ignored." Russia has long demanded guarantees against NATO expansion and military deployments near its borders.
