UAE signs four agreements with OpenAI to advance AI governance
Abu Dhabi signed four agreements with OpenAI on November 2, 2026, aiming to become the world's first fully AI-native government.
The agreements span government services, energy operations, and investment work, with Crown Prince Sheikh Khaled bin Mohamed bin Zayed and OpenAI CEO Sam Altman attending the signings. One deal brings OpenAI's frontier models into UAE-based infrastructure, while another establishes what the parties call the world's first AI-native Machine-Readable Government initiative.
Energy and Investment Focus
ADNOC becomes the first energy company worldwide to deploy OpenAI's frontier technology through a partnership with Inception42, part of G42. The arrangement includes adapting GPT models for UAE-based inference frameworks. Meanwhile, Mubadala, Inception42 and OpenAI are collaborating on AI applications for investment analysis and risk assessment.
The common thread is Inception42. It appears in the ADNOC deployment, the Mubadala collaboration and the five-year adoption partnership, making it the local connective tissue between OpenAI and Abu Dhabi's institutions.
Broader Implications
Officials described the cooperation as a template for others deploying AI across public and private infrastructure, emphasizing commitments to responsible and accessible AI innovation. The breadth of the agreements—covering regulators, the national oil company, and the investment arm—sets this package apart, with a pilot already running at the Abu Dhabi Agriculture and Food Safety Authority.
