Moody's Investors Service has assigned Ripple's RLUSD stablecoin an A2 long-term credit rating and P-1 short-term rating, marking the first time a native payment token has received investment-grade assessment from a 'Big Three' agency.

The P-1 rating represents the highest short-term liquidity score in Moody's methodology, effectively equating RLUSD's operational reliability with stable commercial banks. This achievement sets a new benchmark for the entire digital fiat money industry.

Moody's assigned the high ratings based on Ripple's strict collateral structure and operational standards within the U.S. jurisdiction. The stablecoin maintains a constant overcollateralization of 103% through reserve assets consisting exclusively of fiat dollars and short-term U.S. Treasury bonds.

Bank of New York Mellon (BNY) serves as the main independent custodian of the reserves, with cash placement in third-party commercial banks strictly capped at $50 million and hedged with government bonds in a segregated BNY account.

Operational Guarantees

Ripple's subsidiary, Standard Custody & Trust Company, is legally obligated to convert tokens into fiat at par for verified institutional clients within two business days, ensuring liquidity for holders.

The P-1 rating is the highest short-term liquidity score in Moody's methodology. In effect, the agency has equated the operational reliability of RLUSD redemption with the short-term obligations of stable commercial banks.

Moody's Investors Service

Despite the positive assessment, Moody's analysts identified significant limitations. The long-term A2 rating sits in the upper-medium grade category, with the main vulnerability being the lack of legal isolation between the token issuer and parent Ripple group.

End holders of RLUSD have no direct claim on assets held at BNY Mellon. If the issuer faces a court freeze of operations, the redemption mechanism would automatically suspend. Eliminating this legal vulnerability remains the key trigger for any potential rating upgrade.

This development follows Ripple's recent final approval from the U.S. Office of the Comptroller of the Currency (OCC) on October 26 to launch Ripple National Trust Bank, which will serve as the trustee for the stablecoin's reserves.
