Constitutional amendment for referendums

The proposal, submitted by developer philiptaron, adds a Referendums subsection to the Steering Committee's decision process. A simple majority of the SC can initiate non-binding advisory votes, while a supermajority can establish binding referendums. The amendment maintains existing vote eligibility rules and designates the Election Committee as the vote administrator.

Questions and options for any referendum must be published at least four weeks before voting opens. The binding referendum provision represents a significant expansion of direct community input in NixOS governance decisions.
